Tass, a Russian state news agency, published a video showing debris scattered across a snowy field at the crash site. According to the Russian Defense Ministry's statement, Ukraine's leadership was allegedly aware that Ukrainian servicemen were scheduled for transportation to Belgorod airfield on a military transport aircraft for an exchange. The statement mentioned that, based on an earlier agreement, the exchange was planned for the afternoon at a checkpoint on the Russia-Ukraine border.
The Ukrainian General Staff did not confirm whether prisoners of war were on the plane. Earlier on Wednesday, Andriy Yusov, a spokesman for Ukraine’s military intelligence agency, stated in an interview that the planned exchange for the day was not taking place, without providing further details.
The aircraft involved in the crash was an Il-76, designed decades ago in the Soviet Union for military purposes such as airlifting troops, cargo, and weapons. Former Ukrainian prisoners who had been part of previous exchanges reported being transported on similar planes.
However, there were concerns raised about the Russian assertion that only three guards accompanied 65 prisoners. A former Ukrainian prisoner of war, Maksym Kolesnikov, mentioned in a social media post that on his flight, around 20 guards flew with 50 prisoners.
During a session of the State Duma, Russian lawmaker and retired general Andrei V. Kartapolov claimed that the Il-76 had been shot down by three Ukrainian missiles. However, he did not provide any evidence for this assertion, and it could not be independently verified.
Russia and Ukraine have been engaging in prisoner exchanges since the beginning of the war through negotiations facilitated by third parties such as Turkey or the United Arab Emirates. These exchanges have been complex, with details meticulously negotiated.
The crash occurred amid a protracted and mostly static battle in trenches along the front line in southeastern Ukraine.
